Starting on 21 January 2025, a new scheme called PackUK will be responsible for overseeing the management of packaging waste in the UK.
This is part of a government initiative to make businesses responsible for the packaging waste they create, which will help improve recycling and reduce the burden on taxpayers.
What is PackUK and why is it important?
PackUK is a new organisation that will help manage the UK’s packaging waste system. It is part of a programme called Extended Producer Responsibility (EPR), which means businesses will now pay for the recycling and disposal of the packaging they produce.
This will take the pressure off local councils and taxpayers, who currently handle most of the cost.
The goal is to improve how packaging waste is managed across the country. The programme is expected to bring in around £10 billion over the next 10 years, which will help fund local recycling efforts and create new jobs.
In England, up to 21,000 jobs could be created as a result of these changes.

PackUK’s main role will be to set the fees that businesses must pay to fund the recycling of their packaging. The money raised will go to local councils to help pay for waste collection and recycling services.

PackUK will also work with local authorities, businesses, and other groups to make sure the system is effective and fair.
This includes appointing a new Producer Responsibility Organisation (PRO), which will play an important role in running the scheme.
Sebastian Munden, who leads the group helping to set up PackUK, explained, “Working together with businesses, councils, and others is key to making this work.”

This new system is an important step towards a cleaner, more sustainable future. By improving recycling and reducing packaging waste, the UK aims to reach its environmental goals, including cutting down on landfill waste.
Experts estimate that the changes will reduce carbon emissions by the equivalent of 32 million tonnes of CO2 by 2037.
To mark the launch of PackUK, a public event will be held in Birmingham in February 2025. This event will feature experts and industry leaders discussing the changes and what they mean for the future of packaging waste in the UK.
