As we usher in 2025, the landscape of packaging compliance in the UK is set for significant transformation. The introduction of Extended Producer Responsibility (EPR) regulations marks a pivotal shift towards sustainability and resource efficiency.
At Flame UK, we’re committed to guiding you through these changes and ensuring you’re well-prepared for the future.
Transition from 2007 Packaging Waste Regulations
Effective 1 January 2025, the 2007 Packaging Waste Regulations have been superseded by the UK’s new EPR framework.
This landmark legislation mandates that producers assume financial responsibility for the packaging waste they generate, aiming to enhance recycling rates and mitigate environmental impact.
Key changes in 2025
Extended Producer Responsibility (EPR)
Under the new EPR regulations, producers supplying packaging intended for household use are now accountable for the entire lifecycle management of that packaging. This encompasses:
- Data Reporting Requirements: Producers are obligated to submit precise data on packaging placed on the market. Data submissions for the second half of 2024 are due by 1 April 2025. Timely and accurate reporting is crucial to avoid increased fees and penalties.
- Household Waste Disposal Charges: Producers are responsible for covering the costs associated with disposing of packaging that enters the household waste stream. These charges are determined based on the weight and type of materials managed.
Deposit Return Scheme (DRS)
Initially slated for introduction in 2025, the Deposit Return Scheme (DRS) aimed to enhance recycling rates for beverage containers by implementing a deposit system refundable upon return.

By GlobalDataHowever, the UK government has announced a delay, with the scheme now expected to commence in October 2027. This postponement allows additional time for infrastructure development and stakeholder engagement.
Recycling Assessment Methodology (RAM)
The draft Recycling Assessment Methodology was published in 2024, with the final version anticipated early in 2025.
This methodology will play a critical role in determining recycling targets and calculating producer obligations, providing a standardized approach to assessing recyclability.
Important dates for producers
To maintain compliance, producers should adhere to the following deadlines:
- January 2025: Submit data for the second half of 2024. Invoices for membership and Environment Agency fees will be issued.
- 1 April 2025: Legal deadline for submitting second-half 2024 EPR data.
- October 2025: Household Waste Disposal Charge invoices will be issued by the scheme administrator.
Navigating these regulatory changes is crucial for compliance and sustainability.
